Allow Nobles to claim anything marked Junk for themselves

Sometimes I have Nobles walking around unarmed and half naked, when my junk storage pile is full of pants and stone axes.

Ideally this would be specifically for Nobles, or maybe it could follow the same rule as door locks: anyone who has a weapon.

I'd like Nobles to have some more autonomy in meeting their basic equipment needs, and I feel like this would strike the balance between "autonomously equipping epic loot" and "leaving the house without pants on".
