Rightclick-move can target structures/tasks on lower layers

When you have toons selected, and i ahve the feeling especially if they are enlisted and a group selected, the rightclick-action to move them somewhere targets structures or tasks on lower layers.
Already reported on discord a while ago but repeating here again cause this is really a bit annoying :D
