Assignement of bedroom/appartment for want not triggering

Assigned a bedroom and an appartement for wants and its not completing for several minutes now (they are not fully build yet but that didnt matter before either). Screens and safegame attached.

So i thought id just try this on my current game, and yea, a little t1 bedroom could trigger the want that the big t4 coudnt, should be easy to reproduce on the above saves...
