A mod with no *.octdat file in it causes the game to Not Respond

STEPS TO REPRODUCE

1. Place an empty folder in the Mods directory

2. Launch the game

3 EXPECTED: no effect

3 ACTUAL: game freezes on load

Current workaround for a mod that contains no octdats is to include a blank file with the .octdat suffix
