Auto Talk option strictly amongst your own nobles

If you don't want to stop to spend time spamming through the chat options to make your people happy again, you can toggle auto talk on. This will enable your ruler to automatically talk to people in the kingdom when their blue bar drops below half. It would also flow with the game as people already randomly talk. Now, the random conversation just helps keep the blue bars up.
