[Bug] Unable to perform certain skill level tasks when met by passive ability buff
In my specific example, attempting order to build/learn Medium Wooden Shelf by someone who is lvl 4 builder + 2 levels passive (totalling lvl 6 Builder) yields error,
"Cannot order: cannot learn yet"
Attempted the same thing on someone who is lvl 4 builder + 2 levels through item enhancements and was successful. However, I feel like I encountered the same issue through item enhancements when attempting to milk cows - might want to check the rest. Otherwise, i'll report here if still open if i find other examples.

Have they met the prerequisites? Do they know how to build small and medium shelves?
Ah, I see, the small shelves is a prerequisite. Tested, yes that's it. Apologies!
Looking at the tree, that's probably the issue with the milking too, as taming needed to be learned first.
