Tools moving when user hold E on Toggle Ruler Control then press C

This issue occurs on Toggle Ruler Control. When user press C user can use Toggle Ruler Control. Then move ruler to certain place that have action to hold E button. After the menu pop up press C. Notice that tools moving when user hold E on Toggle Ruler Control then press C. You can see it here
