Ruler will drop anything that he is carrying when use Toggle Ruler Control

This issue occur on Toggle Ruler Control. When ruler is on a task to carry something, user try to press C to activated Toggle Ruler Control. Notice that ruler will drop anything that he is carrying when use Toggle Ruler Control. In addition, after ruler drop the thing that he carries and press C again instead of go back continued his task, ruler will move on to the other task. You can see it here
