Dummy did not have any reaction when getting hit in Toggle Ruler Control

This issue occurs on dummy. When user see the dummy getting hit, the dummy will move. But when user use Toggle Ruler Control to use dummy, the behavior is completely different, notice that dummy did not have any reaction when getting hit in Toggle Ruler Control, You can see it here
