Ruler stuck under house

This issue occurs when user using Toggle Ruler Control. When user press C button and redirect ruler to the under of the house, notice that Ruler get stuck stuck under the house and cannot move again even when user did not use Toggle Ruler Control anymore. Please see attachment here
