Can't Add/Grow Fight Fire or Pasture Areas

I can't add any work areas or increase the size of existing work areas for pastures and fighting fires. The text when I select the tool (ie "Add Pasture") is red, no matter where my cursor is. I can shrink my existing pasture, but I cannot re-add the tiles I remove.

Hey hey - found the issue. It's trying to place them on some other layer for some reason. If you cycle out of layered mode using Tab (you can even go back in with Tab again) it'll let you place them.
