Want-satisfaction not triggering

Have a skull-want here that is not fullfilling, rebuild and even moved it several times, no idea whats wrong (pretty sure it is a bug)

Edit: It fullfilled itself after a very, very long time...

Was the containing room not finished? Did they maybe have multiple skull wants?

Oh wait, i didnt check if he had an old skull-want still, i replaced a bronce skull that was at that spot (or rather on the small table before i moved it). let me reload the save and check
