Refuel-Issues (candles/cotton)?

I issued a refule command of several (6 i think) candles, had like 200-300 cotton in stock i think. 4 candles got refueled and then i got the message "insufficient cotton" on the others. Checking the inventories of my nobles (and my main hauler in that case especially) showed they still had full stacks of cotton in there though.
Edit: Way, way after that first refuel-command Ankle actually dumped that stack of cotton in one of the other candles.
Edit 2: I really think the inventory management of haulers needs to be looked at. I just had a situation where my hauler was running around with like 250 cotton and 60 iron rods (which were all rods i had at that time) cause he was delivering stuff for the builders (carpet and some scones i think) - even after the respective task was done!
Some more input on this: Want to build a silver chest, says not enough rods, one of the haulers runs around with 27 of them and is not delivering...
Edit: I am aware that they have a "return x"-action thats triggering now and then and makes them return unused resources from their inventory, but problem is that they either pick up too much of them to begin with or their inventory acts as a "void" when it comes to checking/distributing resources i think.
