Unable to level up skill after maxing it and gaining the extra xp out of the max level up xp from passive equipment. And after taking off the equipment and trying to level it up, it would be stuck at the max xp.

Hey hey - I see the confusion here.
So the potential for this skill is Average which gives it a base 30% improvement rate (chance to go up each level). XP can boost this improvement rate but is capped at doubling the improvement rate from potential. In this case you have banked enough xp to hit that cap (adding another 30%). This means that building will improve with 60% of this character's levels gained. Extra XP is retained so that subsequent level up opportunities will see their rate increased as well.
This is done to maintain the importance of potential. At best, XP can only double a person's natural potential for a given skill - meaning it's still beneficial to seek Above Average and High potential people.
Will take this as an indication that this messaging could use further improvement.
