Unable to build stair from layer -14 to -15. Resources on -15 not reachable

I understand -16 is the bottom, so maybe make that layer solid black or something an allow the characters to mine -15 resources.  I have a ton of silver I can't get to.  :(

Put a floor on the ground next to the hole, then you can attach stairs to that.

Ran into same issue, I have a bunch of dudes stuck on the bottom layer that can't get out now without stairs

I think you can if you have a floor or stairs on the next level up for it to latch onto. Definitely needs improvement.
