Interesting - this doesn't repro for me after loading it up. We fully regenerate the pathing on load so my guess is if you load back up it'll go away for you as well.
What order did you build this in? Stairs last then punched hole above? Did you place stairs directly above those existing at any point?
Yep, i did place stairs above the exising, but then removed, and that didn't help. Seems that guys just stuck in stairs. I had other faction's guy stuck there, but then every other mine that came was stucking alongside trying to jump the last few stairs and failing.
Btw just got some hides hung into a tannery that is not yet built :)
