Tiered apartments can't be given ownership (gifted)

I have 8 tier-three apartments all built the same way but 6 of them won't give me the option to gift to one of my characters.  The room are all set up more or less the same way (same items in each room; bed, 4 chairs, table, shelf) and they show to be tier-three apartment, however, they don't give the option of giving owner ship to a character.
