Can't refuel torches

I have noticed that no matter what kind of light I use (torch, brazier, etc) once the fuel is gone they never refuel. I have tried requesting rushing the fueling process and have wood available but no one ever does the job. I tried doing it manually with my leader but there was no option to refuel.
