Learning occasionally gets stuck on everything
When assigning someone to learn something, they get stuck at 0% forever and they dont do anything else until the craft is cancelled. It can happen to anything. Sometimes it works, sometimes it doesnt. The NPC enters and endless loop between "Idle" and "Learning"

Do they have an active ability? If so, they may need it to be activated to progress - this is a known issue.
