Cannot attack/hunt any animal near shelter using Toggle Ruler Control

This issue occurs when user try to hit/hunt animal using Toggle Ruler Control near shelter. When user press C, user can control the ruler to do anything. After user control ruler to cut tree near shelter, user redirect ruler to hit animal, notice that ruler cannot attack/hunt any animal near shelter using Toggle Ruler Control.
