Stove trying to use hearth blueprint instead of actual hearth

If I have a stove and a basic hearth built next to each other, and then I put down a fine hearth blueprint on top of the basic hearth, the stove is trying to use the fuel from the fine hearth blueprint (which hasn't been built yet) instead of the basic hearth that is still there. Basically, the stove can't be used until the fine hearth is complete.
