Giving an apartment to a noble who wants a bedroom breaks the request.

A noble named Biz asked for a tier 3 bedroom worth 55p. I gave them a 199p Tier 3 apartment that my leader used to own. I think I got notified that the request was fulfilled but I noticed later it was still unfufilled at the bottom right. I tried unassigning and re-assigning the apartment to my noble but it won't get fulfilled. I also tried making it a bedroom by removing the chairs and tables but that didn't work either so I loaded my save where it was still an apartment and sent you guys this save file and screenshot.
