Guards will attempt to feed prisoners unsuccessfully

I have nobles assigned to guard duty, and one of the tasks they do is feeding prisoners. However, my guard is sitting in the cell with the current action listed as "Feeding [Prisoner]," who is in the same room, however all he's doing is running into / rubbing against the prisoner repeatedly. There is food in the room that he has access to, yet he won't interact with the prisoner at all.
