Prisoners will starve selves and won't eat food in cells

Prisoners, if in a cell, will refuse to eat anything and starve to death if the cell isn't removed. Even if storage exists in their cell, and it has food, they will not eat.

As is, the cell designation for rooms is completely useless. If there's something else that has to be done to feed them, it is wholly unintuitive.
