grappling hook overuse in walled town

I have limited access to my town - stone wall all around it with two doors only - and the characters who have grapple hooks will just hook it on the wall in random places and walk off.  I end up with grappling hooks hanging all over the place.  they don't even climb them to exit.  they then go to the door and exit.
